Context

The Laibin community is located in a mountainous area in southern China. The rainy season lasts from May to July, when floods are quite often experienced, while drought is known to occur from November to January. Uneven water distribution makes irrigation difficult and affects economic development in the community.

Community infrastructure, like roads, is limited and makes general travel difficult. It also forces children to travel long distances to get to school. There is only one school per neighbourhood and there aren't enough teachers, resulting in a high student-to-teacher ratio. A lack of health resources including staff and facilities negatively impact the health of community members in Laibin.

Many people leave the community, becoming migrant workers, due to the lack of local jobs. This, in turn, prevents the economy from growing. The main sources of income are tourism and agricultural products like rice, tea leaves, and wood. A lack of water for personal and agriculture use has reduced the quality of people's health and crop output.

Challenges

Livelihoods
The landscape in Laibin is mainly hilly but there is fertile land available. The problem is that farmers lack the necessary training and equipment to cultivate it effectively. The community lacks an organized association to facilitate farmer cooperation, which reduces their bargaining power. As a result, farmers often earn profits that are below average for their produce. The community needs a greater variety of income-generating opportunities to diversify families sources of income.

Health
The Laibin community suffers the effects of a poor health care system. Community members are greatly impacted by otherwise treatable and preventable illnesses because necessary medical treatment and equipment is often unavailable.

Education
here is only one primary school for every neighbourhood. Children who live further away are required to wake up as early as 5:30 am to begin their trek to school. Due to a lack of teachers and classrooms, there are always two school grades taught in one class. This makes learning difficult, as the high student-to-teacher ratio doesn't allow for tailored instruction to meet individual students needs.

There are no extracurricular activities in place, and most children need to do manual work on their families farms after school. As a result, there aren't sufficient opportunities to spend time on homework.

Water, Sanitation & Hygiene
Only a very few households in Laibin have tap water installments. Most draw water from a well, while others draw unsanitary water from a stream by the community. When the wells and streams dry up seasonally, families have to fetch water from far away.

Unclean drinking water causes many health problems, especially among children. The community doesn't have a system in place to dispose of wastewater and garbage, creating an unsanitary environment.

Plans

Livelihoods
To ensure parents in Laibin can provide for their families, World Vision will partner with the community to:

  • Organize trainings and study tours on new agricultural techniques, with an emphasis on environmentally friendly methods.
  • Provide farmers with the necessary tools and equipment to implement new agricultural techniques.
  • Supply microloans to farmers and potential business owners to help facilitate their economic development.
  • Collaborate with the Water Bureau to train irrigation management associations on the maintenance of irrigation facilities for farmers.

Health
With the partnership of Canadian sponsors and the community, World Vision will work to:

  • Facilitate modern medical training for community doctors to update their skills in diagnosing and treating illnesses.
  • Partner with the ministry of health to provide community clinics with essential medical facilities. Increase community members access to improved health care services.

Education
To ensure children can access and benefit from quality education, World Vision will assist the community to:

  • Establish children's groups in schools to hold extracurricular activities like sports and tutoring.
  • Equip schools with playground and sports equipment.
  • Train teachers in safety procedures to help keep children safe in school.
  • Hold awareness campaigns to educate community members about the importance of children's education, improved childcare, and rights protection.
  • Partner with the Education Bureau to increase the number of teachers and schools in the area.

Water, Sanitation & Hygiene
In partnership with families and sponsors, World Vision will work with the community to:
